Ok. . . I'm the poor sap that used to drive a '76 Torino that looked like the Starsky and Hutch car that rolled it into a telephone pole. .. long story short, I should have fixed the rear brakes sooner. . . anyway it had a 429 SCJ motor from a '71 ford (don't ask me what car, my dad found it years ago to put in) in the car that I am thinking of putting in an '88 mustang. Here lies the problem. . . there was no emissions laws in '71 and the Torino didn't need to go through emissions because it was an antique. Is there anyway to make that motor pass CT emissions?

In PA and many states the laws state that the gas cap and converters are the main concerns. You will need a newer converter that works with a 460 motor to keep down your exhaust back pressure. Also you will have to retofit some of the simple emissions deals like the fuel vapor return. Plus you'll need to creatively overcome some of the computer sensors. It sounds like a hassle because it is. All new cars are basically a ton of nearly useless emissions junk.
