03 Ford Focus Wagon- ADVANCE TRAC light wll not turn off

To pass an out of province inspection for certification from Alberta to British Columbia. I need to figure out how to get the ADVANCE TRAC light to turn off! It does not intermitently turn on but is continuously lit on the dashboard. Information from the previous owner indicated that the following work has already been done to "trouble shoot" the issue: > ABS module was replaced...light remained on > installed HCU and performed bleed...TCS light still on > Internal cluster fault 2.00 ABS, TRAC control tests, no codes, removed cluster, performed circuit tests, all ok, road tested TRAC seemed to be working > replaced instrument cluster, reinstalled original, retested between cluster and ABS circuit test ok, still shows problem in module I understand that the ABS is functional regardless of the TCS light being on, but out of province inspection is sticky and will not consider simply to disco the TCS light. ANYONE have this issue or could offer another suggest?? Does anyone know the process of out of province inspect from Alberta to British Columbia? As in can I leave it for 30 days and get another mechanic to reinspect after a "Fail Report" has been submitted??? I am getting desperate!! Please help!!
