Default 99 3.0L Ranger will not start

OK, here is my problem. I am from Atlantic Canada and in order to pass a vehicle inspection, we need our DRL. I was told that it was probably a DRL module. I took the battery out to look for the module.....no luck. As I a an amateur do it your-selfer, I did not want to get into the wiring, so I decided to put the battery back and take the truck to a mechanic to fix my DRL problem. Well, when I went to start the truck, nothing happened. The dash lights come on, but nothing....not even clicks from the starter. I have tried a new battery, but no luck. I had someone come in to check out the wiring, and no luck again.

Is it my starter? How can something that worked perfectly before I removed the battery not even turn over when I replaced the battery. I am at a loss right now.

ANy help or advice would be immensely appreciated!
