Default 95 poor heater performance

Hello,
I am new here but really need some help. My 95 CV has never had a good hot heater since I bought her three years ago. I just replaced the thermostat, again, with an OEM FOMOCO 192 Degree thermosat. I also noticed there was not a lot of pressure at the recovery tank even after just turning the car off, so replaced the tank cap as well. It will not get above about a third of the way up in the normal range, and I don't know what the heck else to check. Am I missing the obvious? I do feel the fan clutch spins faster than it should for not running that warm, and it just seems that the thermostat will not close like it should.

Are you concerned that the engine temp is too low, or more concerned about the heater?

If you are looking at a lack of heat inside the car, look at two things-make sure the heater core is not plugged by feeling both hoses to core, should both be hot. If not you might have a plugged heater core. The other item is the blend door motor which controls the temps from the heater/AC.

This motor is on top of the heater case, you have to pull the dash back to access it.

heater core replacement in these cars are a pain. i need to replace a heater core in one of my Crown Vics and need to pull the dash. i plan on cutting the heater core box and making a quick access panel. i have too many wires ran for lighting, and stereo stuff. you can probably guess that the car is sitting for the winter and i am driving a different car. when i get a heater core for it, i will get pictures of me pulling the dash apart and how i made a access panel.
