OBD2 Connection Need Help
1997 Crown Vic. Several different scanner tools and the computer at the inspection station can not connect to the PCM. EEC-V DLC pin out is:
Pin 2, 0 VDC, Pin 4 is 1.0 ohms to gnd, pin 5 is 0.6 ohms to gnd, pin 7 is 12 VDC, pin 10 is 5 VDC, pin 13 is 0.53 VDC, and pin 16 is 12 VDC.
All grounds at 104 pin PCM connector are good.
Any ideas?

This is something you can try.
If you disconnect as many of the sensors you can find ,then see if the scan tool can communicate with the PCM. IF it does, start reconnecting them one at a time and when you lose communication with the PCM that is the sensor with the problem. If a sensor is shorted it will prevent the modules from communicating with each other and the PCM.
If you want to , try disconnecting the DPFE and CKP sensors first. They are the most common causes for this problem.
Once you get it to communicate you may get some codes. Must be careful, because you can get some wild codes. The scan tool must be CAN (Controller Area Network) capable.
Your voltage readings appear to be in line at least for the pins that matter.
