I will go back and take more pics of where I am looking on the crank pulley. I could not make out any markings on it at all. Will update again in about 1 hour with pictures. And I think you should know Hanky I have not done any troubleshooting on the fuel aspect of things. So I believe fuel pumps work but not sure yet. I just know the engine is not even hitting on started fluid so trying to go one at a time.

You may need to wipe the flat surface of the crank pulley to find the marks.. It can be tough to look down between the fan, water pump and radiator, but they are there..Sometimes you can see the marks a little better if you look from under the vehicle. You can mark the TDC mark with white out or a piece of chalk.
If,,,,,,,you attempted to start the engine and at this time we only have no spark, , if you remove one or two spark plugs you can see if they are wet or dry. If wet, fuel is getting into the cyls, if dry, then we have an addl problem.

It is only hitting when I turn the key off. Something is stopping it from firing when it is turning over maybe.
I think I'm about limited at this point not sure though unless it's as simple as replacing a module.

There is something we need to check,
I have had more than once happen, that is the roll pin that holds the dist drive gear to the dist shaft will shear and the dist shaft either doesn't move or moves when it feels like. That gear gets driven by the gear on the camshaft so timing is always the same.Sometimes a tip off is when the dist shaft drives the oil pump there is no oil pressure when cranking.
Did you remove the #1 plug to make sure the piston is coming up on the compression stroke and the pointer is on TDC and the rotor is pointing to the #1 spark plug tower on the cap?

Make sure you are getting no spark.
What do the plugs you pulled look like, wet or dry?
If you have power going to the coil when the key is on and you removed and checked the plug on the ign module for no corrosion and good contacts, you might be looking at an ign module. If you get one and install it and there is no change ,at least you will have a working spare if needed up the road.
Don't remember if the vehicle ever ran after they changed the dist , yes/ No ?

Plugs are pretty pretty dry.
If I pull a spark plug leaving it attached to the wire and let it ground out on the frame of the car, it only sparks once and that's right when you turn the key off.
So in my mind something is not telling it to spark when it needs to.
Apparently the vehicle sat for a period of years and was not running, The distributor was changed and it was running after that for a period but wasn't driven much.
If I pull a spark plug leaving it attached to the wire and let it ground out on the frame of the car, it only sparks once and that's right when you turn the key off.
So in my mind something is not telling it to spark when it needs to.
