1989 E350 Fuel Pump Problem?

Default 1989 E350 Fuel Pump Problem?

A local mechanic was checking over my '89 E350 7.3L Diesel Ambulance as I'm preparing to sell it. He explained to me that after having driven it around, and finding the vehicle in very good running condition, the van suddenly shut off while it was parked and idling. His diagnostics determined that the fuel pump was not moving fuel.
My questions to the Forum are:
1. Is this really a pump issue or is it possible that there is a relay somewhere that has been tripped and needs to be reset?
2. Is the fuel pump on this vehicle engine mounted or is there one in each of the fuel tanks (a dual tank system)?
3. If it is the fuel pump, is changing it/them out something that a very out-of-practice, shade-tree mechanic like myself should attempt?
and 4. Are there any other possible reasons why fuel is not reaching the engine?
