E-150 Fuel Problem

E-150 Fuel Problem
I have an 88 E-150 I bought for a steal a few months back. Since I've had it the van will not use the front gas tank. If you switch to the front gas tank, the fuel gauge changes to the front tank, but it continues to use gas from the rear tank.
I took it to the dealership and they say it's the "Lift Pump" which I believe is the pump up on the fuel rail (not the pump in the tank) that is causing the problem. I'm fairly skeptical about this because if that pump was broken, wouldn't the rear tank not work either???
Anyone out there know anything about these two tank setups??
