If you can, pull a spark plug or two, and see what they look like.
Their appearance can tell you a lot. Not sure at this time if all this is caused by a fuel condition.
The increase and decrease of engine speed could be caused by the oxygen sensor doing what it is supposed to do. Would be nice if we could see the data stream info so we have some idea of what is going on.

My year model isnt supported for live data on my scanner. Ancel is supposed to be sending me a work around. basic obd2 data for now. ill pull a few plugs this evening and see what they look like. thanks to all who have helped so far really appreciate the help. hoping i can get this figured out finally.

Fuel pressure regulator is working as it should no leaks after 10 minutes. fuel pressure is consistant 32 at idle jumps to 40ish when you give it some gas. Any more suggestions? would the cam shaft postion sensor cause all of this?

when I went to change the cam position sensor i had to twist the y that brings water up to the heater core. I guess when i twisted it i broke a pipe on the drivers side dead middle. dont know how im gonna fix it doesnt look like it screws in and out. any ideas?

Final Update To This Thread
did too many diagnostic test to list, replaced cam sensor, tps, egr valve, dpfe, iac valce, maf, lower plenum gasket, upper plenum gasket, fixed vacuum leak behind throttle body, fixed oil fill tube vacuum leak and multiple other leaks and small repairs. van is finally idling as good as factory. its been a long road with many mistakes. Thanks for the help all who replied its been a learning experience to say the least.
