Question E150 Van AC

1996 Ford E150 Van Passenger
Ac is not cooling
everthing new, compressor,condensor,evap, dryer, valves
ac will cool at night, not in the day
its my brothers van he's in Florida
It is a factory air
anyone have any thoughts

I told him to add a electric fan front of the condersor
and to close up the condensor and rad
on the sides
so all the air is sucked in from the front

Does the van have SINGLE (front only) or DUAL (front and rear) A/C? Why was everything mentioned replaced? Was it due to compressor "BLACK DEATH"? Was the front orifice also replaced? Was the remaining system/lines flushed. If also rear A/C, was the expansion valve replaced along with the rear lines and rear evaporator flushed? Has the clutch fan been verified as working properly being it's a 1996?
