Default E350 Passenger Van A/C problem

I am at end on what to do with my A/C problem and asking for any ideas on how to fix the problem. It all started on September 2002 when I picked up my new 2003 E350 passenger van and noticed the A/C was not working. It was latter found that Ford failed to install the following items at the factory- Mainly from the front to the rear A/C unit . A/C lines from Condenser to evaportar, suction line from evaporator to compressor. There was other items they also forgot but that had nothing to do with the A/C and that problem has been taken care of. Over the last two and half years I have returned the vehicle nine times for the A/C problem and have settled on a lemon law suit . Back to the problem the A/C still does not work. My dealer has replaced the missing items from the factory and replaced the A/C Schrader valve, Compresser, Fan clutch. cleaned debris from the orifice , vacuum tested components and flushed the system , repaired several leaks. It has a discharge of 155 psi and a suction of 35 psi. The problem is at idle or slow city driving. the temp will only drop about 10 degrees from outside air temp. 70-75 outside will blow about 60 from vent. I have checked the condenser and it is not blocked in any way. I have even tryed taking the grill off and placing a large fan in front of the condenser and the temp will not drop any at all. I have tested other vans of the same size and type and they can drop at temp down to 40 degrees at idle with no problem. I have tryed other Ford dealers also and this has not resulted in any fix's. The vehicle is still under factory warranty and they gave me a extended warranty because of the problems. But at this point and time I would be willing to go any where to have this problem fixed. Other than the A/C problem my family loves the van. Any ideas where to go now?

That discharge pressure looks low and I'm thinking you might have a problem with the rear a/c unit expantion valve allowing too much flow.

Are you also having a problem with the 5.4 engine drinking oil?
