Default 96 Escort LX,1.9 eng/on cold start,idles @ 3,000 rpms!

HiYa, got a 96 Escort, 1.9 eng.72K miles.On a cold start, it starts right up and goes to 2K rpms. then gradually rises to 3K rpms and stays there until I see the temp gauge start moving from cold to operating temp. This lasts about 3 to 5 minutes. Then it kicks "wavers" up &down for a bit, thento a normal idle and runs great. I cleaned the IAC, (piston moves freely) checked the resistance (between 6-13 ohms range/ this one was 8 ohms)checked the ECU delivery voltage to the IAC (around 6.5 volts) I tried another IAC, it did a ford "normal" 2K rpm warm up then when it was time to idle, the motor quit.It would start up , but not idle.The used one was from a 93 / 1.9 motor.I put the original one back on and am still confused. Wassup? Canthe original IAC be defective to run at 3K rpms? I just want to make sure before spending 60 bucks for a new one for nothing. Also, does this mean an "exact" Ford replacement for a specific year engine/ECU or can I go to the local AutoZone? Any help would be great! Thanks......

I helped a friend with the same problem and it was fixed by spraying the the throttle valve/air horn with carb cleaner. Carbon builds up and it won't close all the way. Her car had 140,000 miles on it though...72K is kinda low to have this problem but it wouldn't hurt to try.
