Default '99 Escort blocked air vent drain

My '99 Escort 5 door has what sounds like standing water in the air vent. I hear would I would assume to be standing water being being blown about by the blower fan, and sloshing when I make turns. Could anyone point me in the direction of a possible drain, which I'd assume to be clogged?

I am not an expert at the escorts & specifically the '99, but I had an old '91 escort pony. There were two drain holes under the hood by the windshield. They are located near where the hood connects to the car. Often these drain holes would get clogged with leaves and other junk and I had to clean them out. I am not saying this is the best method, but I used to take a clothes hanger, bend it straight and push it down the holes to clean them out. I believe the drains - drain out in the bottom of the front fenders. After ramming the hanger down the hole, I would take the house water hose and spray it down the holes to free up any more junk. I am sure there is someone on this forum that can tell you a better method but mine worked. Hope this helps and good luck.
