A lot of air suspensions utilize a leveling valve that when the height is correct it will neither add air nor exhaust air. If the arm to the valve is off or the valve is faulty , it doesn't know to lower the air pressure and will maintain what appears to be the correct height.

I had that problem with my '05 Navigator. Took it to Goodyear to have them fix it. The air pump(they gave it a different name...but to me its just an air pump) went out. According them, if you have air bag suspension then you expect to be paying 400-500 bucks no matter what the issue is. Luckily I had a deal with the dealership where I only pay $200 no matter how much any repair costs. But it took them about a week to fix the air pump and after that it worked just fine. Not saying that's what you're issue is...it could be one of many things. From a leak to a bad pump. I know I could hear the air escaping as the pump would try to fill the air bags...but the Navigator just would not lift. It looked like I was driving a lowrider. But a lot of places will at least take a look and let you know whats wrong for free.
