Default 01’ - Intermittent spongy brake problem

I have a 2001 explorer sport/trac and I just replaced the front pads and rotors. After replacing the pads and rotors, I bled the brakes and replaced brake fluid. Now I am experiencing an intermittent brake problem. Most of the time, the brakes work just fine, but about every 1 in 20 times I experience a spongy brake pedal just as I am stopping the vehicle. The situation is like this. I will press the brake and truck will stop as normal, but just as the vehicle is stopping, the brake pedal will vibrate a little and drop to about half way to the floor. The truck still stops and taking my foot off the brake and re-pressing it, seems to fix the problem. I have read that the problem can be the master cylinder or it could be an ABS sensor problem. Does anyone have an idea or test to help isolate the problem?

A good place to start would be to have the brake system bled with the use of a scan tool that can operate the solenoids in the ABS system.

Thanks for the advice. Do you know if a place will lend the proper scan tool or is the dealer the only option to bleed the brakes using a scan tool?

Any good shop/garage will probably have the scan tool.
