Default 1995 Ford Explorer - need help

I have a 1995 Ford Explorer that is making a "moaning" noise when I turn corners either left or right; it also makes the same noise when I turn the steering wheel while the vehicle is parked or not moving and the brake is depressed. I have checked and there is no evidence of anything rubbing on the wheel well. Any ideas? I had it sitting for about two weeks... could it be low on power steering fluid?

It would be a good move to check the power steering fluid level before doing anything else.

Possible dry tie-rod ends? I know the sign of a tie-rod going in the 97-03 F-150's used to be groaning tie-rods. And then when people wouldn't take care of a known groaning tie-rod, they would usually break on them. They're basically a steel ball in a nylon socket with a touch of grease.
