Checked the fuses meaning 'not blown' or for current there? Ground? Here's the schematic so you can run a dianostic pin point test..

Check the ground lead. I believe each head lamp uses a seperate ground lead. If measuring for voltage, use the battery's negative terminal for your ground. If you have voltage for both the LOW and HI beam, then use the headlamp ground and recheck. If no voltage, then the lamp ground lead is probably the culprit.

Try using the schematic and 'trouble tree' the circuit with a known good ground.. If you have battery voltage out of the power distribution box, and 8 volts out of the interior fuse panel, the multi function switch is in between.. Check for battery voltage in/out of the muti function switch.. Are you getting the same voltage at all the mini fuses in the interior panel?
