Default Cruise not working, Dealer says ABS Control Unit???

I am posting this for a family member. She has a 2004 Ford Explorer. Her cruise control has died. A local dealer is telling her it is the ABS control unit. ($1,300.00 + labor). I would like to know how the ABS system is tied to the cruise control not working. Any help would be appreciated.

What model is it? AWD or 4WD?.. With the AdvanceTrac electronic stability control being available on all models except the XLS and XLS Sport and all AWD models, it's possible that the ABS unit is the problem as everything is controlled by the computer. The stability control system uses the ABS system and also communicates to the Cruise control module.
