Explore won't start after long block swap

Explore won't start after long block swap
1991 Ford Explorer - I swapped out the long block and can't get it to start. Pulled scan codes and have:
51 engine Coolant Temperature ECT sensor -signal voltage too high
54 Air Charge Temperature Senor or Vane Air Temperature VAt sensor - signal voltage too high
63 throttle Position snesor - signal voltage is too low
Does anyone have any idea of what these mean and what to do to fix them? Could these be causing it not to start?

good day before anything try the automatic gas shut off located passenger kick panel toward firwall just press the red button on the
-switch .-
