I assume you have a 2006 Explorer.
Ours has 6500 miles on it and has yet to break 19 mpg on the highway. Around town, its good to get 11 mpg. Overall, 14.35 mpg experience so far. I have complained to my dealer and they tested car on the rack. Computer put out some BS about 22 mpg readings for highway. No way!
Bottom line: I keep every receipt and log every tank and compare computer reading average with hand calculation. Dealer said Ford engineer won't even take a look until 10,000 "break-in" period is over. Between now and then, the engineer suggested using a different brand of gas and even a higher octane to experiment with results.
I saw another local owner with an '06 (15,000 miles on it) today and he has never made it past 17 mpg on the highway at average 65 mph and gets 11 in town.
I suggested taking to his dealer and starting the complaint process, get it tested and call for the engineer and Ford representative to come take a look.
Our '91 and '92 models used to get 16 mph in town with no problem. Our last Ford was a '97 4X4 Expedition 7.3 liter with a cattle killer on the front. All around driving was 13.5 mpg. This smaller car ought to be way more than that.
