I've never removed the ignition on a '92 specifically, but as a locksmith I've done the removal on a number of others. The older Ford's that had a solid metal sleeve around the column did have a hole aligned with the ignition retainer (on the older ones '70's and early '80's you actually needed to pull the steering wheel to access the retainer) but others (my own '94 included) you need to remove the plastic shroud surrounding the column. Underneath the shroud you should see the screws that will allow you to separate the upper and lower portions. Remove these screws and look at the housing of the cylinder. You should see a small hole with what will look like a pin in it. You need to turn the ignition to the "on" position which will allow you to depress the retainer button and at the same time pull the cylinder out. The retainer will not be able to be pushed in without turning the key. Hope this helps.
