Hayapower, I checked the wires (both sides) like you said and got nothing. Where are the other areas I need to check? (why couldnt this be a simple fuse problem) Oh and I replaced every fuse and relay under the hood and at the fuse pannel. THIS SUCKS!!!!!

Its not a terrible complicated system..

So,, you checked the PW wires 'and' the PDL and no voltage? Not just PW, correct?

The next place to go would be to check the same colors wires at the kick panel connector. Since you don't have any voltage at the master window switch (or passenger), 'should' take the ground out of the diagnostic since the test light would have supplied its own ground in that test.
.
If there's no voltage at the kick panel connector wires, then I think there is one or more connectors in line before the fuse panels for both interior panel and engine bay power distribution box.

But you have to think this,, what do the failures have in common?

One, is the ground circuit,, but since you tested for 12v with a continuity light (?) it should have lit the light up during the test since it supplies its own ground for testing at the switch panels.. Point being, ground function would have been eliminated,, and you should have gotten a good voltage/light..

Second,, is the kick panel connector since 'all' of them (ground and power distribution) pass through it.. The seperate circuits for PW and PDL's split off or back 'before' the kick connector and don't share a common fuse or connector/s before the kick connector. So,, for 2 failures to occur point more towards the kick connector, and should at least be checked there before moving further backwards.. Chances of 2 fuse failures, or 'seperate' problems at the fuse panels would be pretty uncommon unless a short together or opens somewhere along the way.. Checking at the kick should help in a direction to go..
