The frame rails used to like to 'roll in' and cause the cross member to bind and/or the bolt holes to shift and 'half moon' so that the bolts won't drop in.. Try using a friction jack, or an extended porta power to spread the rails just a bit.. If you don't have either, you might try a 4x4, heavy gauge pipe, box tubing ect, or a combination of,, and cut it slightly longer that the inside measuremnt of the frame rail lower edge or lip.. Set one end solid on the frame rail lip out of the way of the cross member, then wedge the other side in tight as you drive the 'stiff leg' in spreading the rails.. Another option is a standard bumper jack with a piece of decent gauge tubing/pipe slipped over the ladder end of the jack and set against the ratchet assembly extending its available working lenght to the width of the frame rails, then ratchet them out for some clearence and alignment..
