Default 300 six cylinder caburetor problems

the other day the fuel pump goes out on my old 84 f-150. so i install new fuel pump and now the truck is litterally flooding its self out. i took it to a mechanic who puts it on a scope tells me the engine is strong no bad valves great compression etc/etc. ever since the fuel pump went out now its like the caburator is not metering but dumping all the fuel it can when running. the mechanic pulls the top off of the one barrell and notices the bowel is almost empty. its not starving for fuel when you start it it acts like it is creating such a ventury that it is trying to suck the carb empty.you have to flutter and hold the acclerator part way down to keep it running or it will die and it runs terribly rich and smokes like you are flooding the cylinders. he wants to charge more than the truck is werth and try
and rebuild the carb. I want to know if any one can tell me what the heck has happened. it was running perfect untill the fuel pump quit.It has a rebuilt carb on it now probably 6 months old, (choke issues with the old one). It is my old trash and grass hauller so i do not wish to invest thousands. any help would be appreciated:
