97 F150 Not Starting, Issues W/ Instrument Panel Also?

My F150 won't start. It's turning over and trying to do something...
Leading up to this point I noticed my instruments trying to freestyle.

My fuel gauge would stay between E and a quarter, no matter how full.
On the highway, at about 50 mph it'll drop to 0 or bounce around close to it.
It seems like the oil, batt and temp are reading correctly... Not sure.

Also, under the oil cap, in the tube, there's a lot of off-white gunk gathered in it.
My oil drain plug is leaking.
It's sluggish about shifting into 3rd and 4th.

I don't have much money to work with, but I don't mind getting dirty if I can do it myself. What could be wrong with my truck?
