A/C runs continuosly

A/C runs continuosly
In my 1997 f 150 everything on my climate panel is run through my air conditioner. The only way it dont run is if it is off. If i turn the switch to panel or floor or floor and panel the a/c runs. I have replaced the relays and the panel itself, what is next?
