The cable for the parking brake connects at the parking brake mechanism at the pedal goes down through the floor down to the approximate center of the vehicle where it ties in with the adjuster and the two rear brake cables. I have never seen the front part bind up , but the rear ones , yes like very often especially when not used regularly.
Most of the time the rear ones were very difficult to loosen up and I wound up replacing them. They can be a PITA to replace too. If you are determined , you can do it, but it will take some time and effort.
Throttle cables were fairly easy to lube and get working again . If my memory serves me correctly the throttle cable ends just came off a ball stud if you pulled hard enough. Then all you had to do was pinch the plastic casing retainer and it would release , installation was the reverse of removal.

I'm gonna pass on this one because you need to work as you go and you will see what's attached and needs to be disconnected. Just take your time many parts of the dash are plastic pop in fit and come apart the same way. What isn't snap fit is held by screws that you can readily see. Sorry I can't be of more help.
