I am sorry that was dumb of me, I was in a hurry. The truck is a 1997 F150 4.2L and the switch is also the directional switch where you twist the end of the handle for the wipers and push in for the fluid andI think a wiper pulse. I am not getting any wipers or fluid and the fuse is good. I was thinking of looking at the wires at the switch for electricity.

The multi function switch has a fair failure rate, butmake sure you check both sides of the fuse (position 11 30amp fuse) for 12v with a test light ect.
The way the system work is,, the power distribution box has3 relays for the wiper/wash motor control,, wiper run/park, hi/lo and washer pump that are controlled by the Gem/Central timer module, with the selections made available by the multi function switch..Chances are it's a bad multi function, and a good place to start..

Thank you for the information and I am sorry about my lack of information earlier. I just bought the truck and I was trying to fix the wipers before my girlfriend found out that I bought a truck without testing the wipers.
I probably will not be able to test it until Monday night or Tuesday night (before World Series of Poker). I did not realize that the fuse always had electricity on one side and I was thinking maybe a relay but that the switch gets the mechanical abuse.

I have tested the place at the fuse for voltage and there is 13 volts on the side of the plug which is the drivers door side. I started to take the switch apart by popping the black cap and unscrewing a phillips screw, revoving the spring, and white plastic/brass contact part.Then I tested inside the switch on the other contact part (brass part appeared to have three rivets on it) and I did not find electricity.
