Manual Climate Control, not EATC. ..Correct..
Good chance it's the blower resistor.. Theresistor is thermally protected and if the thermal connection/limiter blows, the blower will only work in the high fan position.. The lower speed fan functions or selections are through varying resistance load coils, dropping the blower speed and the heat thats generated in the low fan positions is reduced/cooled with the blower air in the plenum.. Remove the resistor from the plenumchamber and use a test lead and jump across the limiter connection points.. Try all the fan speeds to see if the limiter is open.. If the speeds are all there, replace the blower resistor....
