Default 02 FORD F-250

HEY GOT A PROBLEM WITH MY 2002 F-250 V-10, IT WILL NOT START, HAVE GAS, I HAVE CHECKED THE RELAY (FUEL) I REPLACED IT, IT JUST TURNS OVER, I CHECKED THE INERTIA AND IS FINE , BUT IAM ONLY GETTING ABOUT 6.5 VOLTS TO IT, I NO THAT THE INERCIA IS THE LAST SWITH TO THE FUEL PUMP , BUT I NO THAT 12 VOLTS IS NEEDED TO START THE FUEL PUMP, WHATS THE DEAL COULD IT BE THE VEHICAL SECURITY MODULE ( VSM ) OR SOMETHING ELSE, I HAVE TRACED WIRES CHECKED FUSES I AM AT A LOSS, I HAVE SPENT A WEEK ON THIS OFF AND ON BUT I CAN ONLY THINK DEALER , BUT , I WOULD RATHER FIX MYSELF, PLEASE HELP , I DO NOT WANT TO SPEND THOUSANDS FOR THEM TO TELL ME IT WAS JUST A FUSE OR SOMETHING , THANKS FOR YOUR HELP

Check the PCM relay as well.. The fuel pump relay gets its coil power from a closed/ energized PCM relay..
