2004 F250 6.0 no hot start, very low power, low HPOP psi, is the fuel leaking?

Default 2004 F250 6.0 no hot start, very low power, low HPOP psi, is the fuel leaking?

Hey guys, I'm trying to help a friend out with his 2004 F250 PSD. His truck suddenly is at a HUGE loss of power, and the HPOP psi will sit barely above 600 at idle, it can hit 1200, maybe 1600 psi at most, but that is only when he has floored it, and lets off, it'll spike for a second. It won't restart when hot, it has to cool, I am assuming it is a leak after the high pressure pump, I am not exactly sure how these new diesels work, I have a well aged 1984 300sd, so I only have a vague idea. Every day there is a small drip under his truck that I believe is diesel. Also I've checked his FICM and it appears to be in good shape. Here's some pics:

is that a leak from around the ICP sensor? Any help would be greatly appriciated

If this is an ICP sensor problem, you can always disconnect it and see if the truck starts (it should, even with it disconnected). This looks like a 'dirty' signal that possibly getting interfered with, but even so, that shouldn't keep it from starting.
This could be a leak anywhere in the system; I've seen the IPR screen get dirty and plug up and kill these, as well as the o-ring on the end of the IPR get cut and cause this concern.
You'll need to diag this further with a scan tool turning the IPR on and air injected into the oil galleries to pinoint where the leak is. You can also take off the valve covers, crank it, and see if an injector is causing this by looking at the oil flow from the injectors; if one never stops flowing while cranking, then it's stuck open.
I will say if that's the case, usually you'd have noticed a rough running engine.

Disconnected the ICP and the truck still won't start. It threw a ton of codes, first it threw the following:

P2285 - incector control pressure sensor cirtuit low: I unplugged the ICP, obviously
P0113 - intake air temperature circuit high input
P0603 - Internal control module keep alive memory error
P0678 - cylinder 8 glow plug curcuit open
P2290 - Injector control pressure too low

I cleared the codes, tried to start again, got more, but different codes:
P2285 - again
P0678 - again
P1000 - cleared memory
P2617 - Crankshaft position signal output circuit/open

I cleared those, used a tiny squirt of starting fluid, the truck ran for a second, cut off, got these codes:
P2285 - again
P0678 - again
P1000 - again

I am guessing a bad wiring harness, maybe a bad ECU, no?
