Welcome to the site..
I understand what your trying to do, I used to build “a lot” of salvaged care and trucks, some abandoned with no paper trail, body parts had been replaced etc. But, swapping a VIN, defacing, misleading, or misrepresenting the VIN is more than just Illegal, but if found out by law enforcement the vehicle ‘will’ be impounded.
I’m no fan of DMV, AT ALL, but you might look into having a VIN search done to see if there’s any ‘owner on record to contact’,, possibly a new VIN assigned if no VIN identification is present on the truck, or if there’s no owner on record because of it falling out of the DMV system etc as they used to some years ago...
I just went through something similar on on old collectible motorcycle, and was able to work my way around the docs since I had what looked like ‘questionable docs’, but pushed through and got a pink..
But, what I had to do was,, have the VIN run by CA Highway Patrol (DMV did as well but they defer to CHP) fill out a form indicating ‘How’ the bike came into my possession that asked for/about any supporting docs if at all, and if any owner on record during a VIN search or by Bill of Sale etc was known. CHP or DMV verification done, and a new pink issued.
The reason for the DMV form (that may require an escrow fee be collect at trucks value is to cover liability ‘If’ DMV issued a new title and they get sued by a prior owner. But in most cases low value vehicles aren’t subject to liability protection fee collection, at least in my case.
Someone may be able to supply with with options that your looking for, and again I understand trying to make it work,, but on an open forum request they’d be a visual partner to an illegal activity...
Which ever way you go, good luck with it..
