Default whining/whistling with my 2012 f250, turbo?

Hi, I bought a 2012 f250 and it now has 104,000 I changed the oil myself because of pride and I did not trust the dealership to do it right. Unfortunately that voided the warranty, expensive lesson learned. My question is there is a whining/whistling noise and I think it may be my turbo(dealership said I need a new one but without a warranty that will cost $5k. I saw there was FSA 16B24 about that year of truck needing reprogrammed for the turbo to keep working properly or I would have turbine issues. How do I find out if my truck got reprogrammed ? Also any suggestions or help would be appreciated.

The only way I know to check a modules program software is to hook up a IDS to it and check if there are any updates.
I do not know if forscan can do module reprogramming.
Any ford dealer can do it but will charge you, the absolute most I would be willing to pay for a PCM reprogram would a 0.5 hours, I personally would only charge a customer 0.3 hours to do a module reprogram.
