I have a new battery that has been tested and tested good. I changed the solenoid and starter. All the connectios are clean. When you turn the key, the solenoid clicks one time. What's going on with it?

I am not familiar with older Fords, but another vehicle I had from around that year had a voltage regulator in the system, I replaced everything and the reulator last. That is what it turned out to be.

Sounds like you may not be getting a good connection between the battery post and battery cable. Get someone to help you turn the key and twist the terminal (or attempt to) and see if this doesn't fix it. Second option is to hook a set of jumpers on it after it's clicked once but not started. If it starts with jumpers, it tells you that your connection needs work.
Battery cables that appear to be clean but are corroded beneath the plastic outer covering will also cause you tons of trouble. They restrict the voltage and will eat up solenoids, causes them to get very hot.
Hope this hepls you,
