What are you considering as crappy?
I had a 1988 ranger XLT supercab 4x4 with the 2.9L v-6 and Mitsi 5-speed and a fiberclass top. I got 18 MPG to and from work (18 miles round trip with 500 feet climb in altitude). Got 27-29 MPG on the highway. Loved that Ranger (bought new)...It just got old and tired.
But then again, I had a 1996 Ranger regular cab x04 with the 4 banger and automatic that was lucky if it could pull 20MPG empty.

I drive an '03 FX4 with the 4.0 SOHC pretty regularly for tree work and hunting. We average ~19 mpg together (measured using the gas pump and odometer). That's pretty close to the highway rating, even though I idle quite a bit for air or heat in the cab. It might be your driving habits.
I had a friend with an '06 tacoma with similar estimated mpg ratings. The way he drove it, he was lucky to get 12 mpg. Lead foot, that guy...
