Default rear ABS need help fast

hey guys, i have been dancing around this at the dealership near me. here is what is going on:
98 ford ranger with rear ABS; the brakes are very touchy when i do hit them even a little bit the rear wheels will lock up. I do not have an ABS light on or a check engine like on. the dealership is not sure what is wrong and they want to charge me 85$ to put it on a computer and check. I personally feel this is fords problem and i should pay them nothing, and let me go ahead and let the suspence down but they don't feel that same way. i've changed the brakes, i've bled the lines and it did nothing for me. what can i do to fix this problem?

pay the 85bucks and get it done right, they do know what they're doing at the dealerships and as much as you think its fords problem, just think, the truck is almost 10 years old already, things are going to wear out, and things are going to break, i do think it actually is a computer problem with the abs, so if you take it in, they put it on the computer, they can find whats wong instantly, correct it, and you can be on your way.

I had this problem on my 94 I simply sanded the shoes and drums and reajusted the brakes and the noise went away and the lock up went away.

i'm not 100% sure i think i got motorcraft last time but i can't say for sure
is there a specific brand i should be looking for?

like i said i'm not really sure.. do you think its worth the money to try to get new drums and shoes before going to get the the CPU checked out?
