Default 2000 ford taurus, new pads, still takes long distance to stop

i am about to buy a 2000 ford taurus lx with 230,000 kms. the engine and transmission is mint. when i press the breaks, the pads are firm, the pedal does not reach the floor at all. but it takes a very long distance to stop the car. is there air in the brake line? or any other ideas?

Is the power brake booster working? I've also seen as recent as Saturday a Taurus that had the rear wheel cylinder frozen and would not activate the shoes at all giving vehicle front brake stopping power only.
