Question 2000 taurus 3.0L DOHC A/C and speed control issue

Hi,
I have a 2000 Ford Taurus S/W, 3.0L DOHC engine. The issue started with the speed control started to malfunction. First it did not engage and after 2-3 trips it started to engage but only in between 60 to 80 km/h. Even so after 5-6 minutes it disengages by himself. Now it does not engage at all. Also the A/C started malfunction at the same times. It starts only when the temperature outside is below 28-30 degrees C and after awhile it stops working and just blows hot air. I do not know if the speed control and A/C issues are somehow related or not. The OBD reader does not give me any error codes.
Thanks for the help.
T.

MY BET IS steering wheel conections. sound like the accel was stick. or shorting. but still in the wheel

There is a sensor in your system that will not let the a/c turn the compersser on before a set out side temp.
My be it but still a sensor.
maybe some one has a book.

not related to speed control I will bet.
