Indeed this rust is only cosmetic damage. This body part is the wheel arch which is part of the rear quarter panel. The wheel well is visible inside the trunk.

What do you call a dog with no legs? "It does not matter, he won't come!"

lol, Lars, I hear you there! Rust is simply a common part of a vehicles life span! My '03 Sable is showing signs of rust around the tires. I would like to get it repaired before it gets worse but, I know, once it starts there is no stopping it. One never gets to the core of it without major body work. Even undercoating and all the other products out there won't stop the salt and other chemicals they use on the roads during snowfalls!

Personally, I would probably leave it alone unless you plan on paying a body shop big $$$ for the repairs. The "popping" or, blistering you are seeing is the rust pushing the paint up off the metal. Eventually, if not already, if you press on those spots they will feel soft and crumble if you push hard enough. There will most likely be holes under the blisters.
