2013 PI Twin Turbo - 02 Sensors and Starting
Just bought myself a 2013 Police Interceptor EcoBoost a couple weeks ago. 140k miles and had it inspected by a third party mechanic before buying. The idle hours on the engine are almost matching the engine hours. Nothing major beyond in a past error in memory for the oxygen sensors. The engine light has came on twice for me since buying, the first time I wiped it (Feb-21-2022) and it did not return. The second came on today, one repeat code from last. I believe these are relevant to the issue I am experiencing.
The first occurrence was both banks of oxygen sensors reading too rich. These codes were:
P2198 (Bank 2, sensor 1 stuck rich);
P0151 (Bank 2 sensor 1 low volts);
P0172 (Bank 1 System too rich);
P2196 (Bank 1 sensor 1 stuck rich);
Before these lights came on, I did have the car idling for about 30-60 minutes. Unsure if this is related.
This morning, the engine light came back. The one code was P0151 again (Bank 2 sensor 1 low volts).
For the issue I am experiencing, the car has some troubles starting. It's a good coin flip whether or not it starts. When its a good flip, it starts without an issue. Maybe a very short, uncomfortable delay, but it starts. The other 50% of the time, from the sounds of it, you can hear it attempting to start, and halfway rollover before stalling. Other times you can only hear the car trying to start with no rollover. When this occurs, it is about 80% I can get it to start on the third attempt. It does seem that when the car was used in the last two hours, it will start more often without an issue.
I would really like to get to the root of the problem, but I'm really not looking to cut deeper into my savings and pay a mechanic for hours of diagnostics. I have yet to find a good mechanic around my area. I'm really hoping someone could help me identify the problem or isolate where it could be coming from.
I really appreciate any time you input to assist me! Feel free to ask any questions that may help isolate.

Unfortunately, there is no cheap way out of this problem.
In order to come up with the SOLUTIONS, some detailed testing is required.
We don't know if the vehicle was unloaded because the expense to repair was more than they wanted to spend.
We are always suspicious of deals too good to pass up, there is always a reason.
Can you do this, clear the codes and see which ones come back and post them here?

Just to keep updates going:
Getting the oxygen sensor replaced for the hell of it since that is a repeated code coming from Bank 2 sensor 1. Mechanic reported a low fuel pressure and suggesting that it's the fuel pump. Zero availability around. Is this a known thing?

Update:
All engine codes have been wiped and no engine codes until today. Same issues are present, 50% of the time it will start right up, other times it will take a couple shots. Never once has it not started completely.
Today the car started every single time I started it (5-10). Nothing different in the day. Driving home from work, couple minutes on the highway, and got an immediate warning that my engine temp was extremely high. Pulled over immediately. Hoped something would change by turning off the car, turning it back on, kept a stable rev for a minute and it heated right back up. Idle temperatures were normal. Had to get it towed. 4 engine codes (P0016, P0011, P0022, P052D). Once the car was lifted, I did find a spot of warm, wet oil on the ground. I have not gotten the chance to check the car after it was towed, way too late. Hoping someone can give me an idea of where to go from here.
