96 taurus vss sensor

is it possible for the vss to STILL be faulty if my speedometer works but tranny wont shift out of first?

I replaced the VSS twice on my '97. The shifting was eratic, but it did shift. The speedometer did NOT work with the VSS defective. I don't see how the VSS would TOTALLY prevent the transmission from shifting.
