Default 97 ford taurus wont go over 20 mph at 3000 rpm

Hello, my Ford Taurus wont go above 20 mph at 3000 RPMs. I had this problem a while back and the nuetral saftey switch was replaced. We replaced it again but this time it didnt fix. Its a 97 3.0. Any suggestions would be greatly appreciated Thank you in advance

Are you getting a check engine light?
What happens when you select a different drive position , ex D2 ?
Are you sure the range selector switch (neutral safety) is positioned correctly?

The check engine light did not come on. I tried driving it in other drives to no avail. How can I tell if the neutral safety switch is positioned correctly?

There is a tool to align the switch correctly. Otherwise it's hunt & poke and may never get it right.

So I have replaced the safety neutral switch and the throttle position Sensor and it still does not go shift correctly. I'm able to get it up to 30 mph but it is very sluggish any ideas?

How did you determine the correct position for the trans range sensor?

I was told that if it shifts into gear ( reverse, drive,etc) that it was in correctly. Is this not the case?

As you know , close only counts in hand grenades and horseshoes.
Don't know if this will help, but if you placed the shift selector in the neutral position and now rotated the switch assy so the starter will engage when the key was turned to the start position, that might get you into the ball park. It is a critical adjustment , and that's why they make an alignment tool for it. Maybe that's what you have already done
if so then you may be looking for a different cause for the problem.
I would try to see if there are any trans codes in the ECM. The C/E light doesn't have to be on for some trans codes.
