12v outlets not working!

Default 12v outlets not working!

I have a 2000 windstar and my 2 front 12V outlets in the front passenger area (cigarette lighter and passenger side outlet) don't seem to have power. The rear one works. Is this a fuse issue and if so where are they located?

The CJB (Central Junction Box) is located below and to the left of the steering column close to the brake pedal.. Remove the panel cover for access..
