99 Explorer won't start

Default 99 Explorer won't start

Grettings.
Have a 99 Explorer with 78K that just shut off while driving. Can not get it to start. Had it towed home.
I have a Auto-xray scanner which I plugged in and it identified itself as a 99 Ford. Tried to run a scan and scanner reported " No Response From Vehicle"
I know the scanner is operating properly because I then tried it on my 88 LCS and a 02 F-150. Both vehicles responded.
Any ideas?

Have you checked all the fuses? If the fuse to the DLC is blown, the scan tool will not communicate with the vehicle. It should be inside the vehicle. Should be fuse 5, 10 amp fuse.
