Are air bags interchangeable between years?

Thank you for viewing, I hope you have the answer I need.

I have a 99 F150 and a 97 F150.

Can the 99 air bags be put into the 97?

Also, can the air bag modules be interchanged.

If yes to the bags and module interchanging, how do I do it without deploying the air bags?

The modules are configured differently so it would be a lot of work to try to make it work. I do not think I would want to try it.
