Default air restriction in my cold power stroke

I am a new member to this forum. I have read some interesting things here. My problem is in a 2000 F-350 powerstroke, 6 speed manual, XLT, with 145,000 miles. The pickup starts great and idles fine, but when I take off with it, I get a lot of restricted air noise, a complete loss of power, and sometimes no throttle response. If I let off the pedal, the air noise goes away, but as soon as I touch the throttle, the resticted air noise and power loss returns. If I mash the pedal, usually the turbo kicks right in, but as soon as I get it to the speed I want to travel, it starts with restriction and no throttle response. Any takers on this problem would be appreciated. This gets real old real fast, but once it warms up good, it usually quits.
