brakes pulse

Default brakes pulse

I have a 99 explorer sport 4WD. For a while now when I try to stop, my brakes pulse like the abs is kicking in. I feel it in the pedal and have to push hard to get stopped. I doesn't happen if braking at higher speeds- only when I have o completely stop like at stop signs, parking, etc, and if I pump the pedal eventually they catch. I thought it may have been the pads or debris in the brakes, but I replaced the front pads and rotors and the rear pads (rear rotors were ok). My abs light is not on and I have no indication of a leak..

any chance the rotors are warped ?also I have seen calipers that are sticking act very similar

Thanks for the response. I just replaced the rotors and pads on the front and the pads on the back. The break pads were worn evenly all the way around. The rotors on the back are almost new. Its not a wobble like you would feel when the rotors are warped. It's like the abs is kicking in, like if I would be on snow or ice. Its that grrrrr in the pedal - especially if there is a dip in the road, like at a stop sign. I just drift right through with the pedal jumping. I have to pump the peddal until it catches. I may be grasping here, but I'm going to have it lined up this weekend and the tires rotated. Incidentally, my sisters 99 expedition does the same thing, though not as bad.
