If the vehicle has a hydraulic clutch system there should be about 1 inch free ply before you feel any resistance in the clutch pedal. If it has not always grabbed at the top of the pedal travel a hydraulic system component could be responsible or there is a good possibility the clutch disc is worn to the replacement stage. As the disc wears the pedal engages the clutch higher and higher. What kind of miles are on the vehicle ? The cpps is a safety device to prevent starting the vehicle in gear with the clutch engaged.

A lot of people like when the clutch releases with little pedal depression , makes shifting easier without pushing the pedal all the way down except to get into 1st or reverse.

It is a sad situation when we buy new parts and expect them to work, however , this is becoming a real problem because these "new" parts are defective right out of the box.
The present definition for "new" is "Never Ever Worked".
We all like to get the best price for a part, but so much of this stuff is imported and is real junk and should go back on a junk!
