I've had luck with using a very fine polishing compound on the outside of the plastic lens. I used a product called Scratch out, made by Turtle Wax, and available at Wal Mart. Used to use Color Back, very similar and just as good. In a recent visit to Wal Mart, I noticed they had a product designed just for cleaning up plastic headlights. If I remember correctly, it was $8a bottle and located in the automotive section.
You'll apply it just like a wax and with a little elbow grease, should improve your lighting. Also read recently where toothpaste will do a similar job, but have never tried it on a faded lens.
