Exclamation Drained battery no key I am in desperate need of advice

So my car is dead and I cannot get a transponder chip programmed without the car on. My question is this if a locksmith makes a key temporarily without a chip can It run long enough to jump the car and juice the battery so he can program the chip?

The functionality of the PATS in your vehicle is controlled by the PCM which without the correct coded key or proper programming of the PCM the starter and fuel injectors are disabled. Therefore I would consider having the locksmith either code the new key to your PCM or have the PCM programmed to accept a new/different coded key. Most times the vehicle need not be run.
What do you mean the car is dead?

The battery died from the alarm going off. Can I charge it with a portable charger so he can program a chip?

To start with, the battery needs to be fully charged .
If the alarm is still going off , see if you can disconnect the noise part.
